Thank you Mr. Chairman for the opportunity to make a statement here.

I represent here a number of the non-governmental organisations including the Preparratory Committee to establish Noosphere Spiritual-Ecological Word Assembly (NSEWA). We have been preparing fot eh event that is named Rio+ 10 for 7 years to make us able to present here at the Global Summit ou Concept of the General (Universal) Noosphere Spiritual-Ecological Charter and some of our latest research in the field of ecology.

The Charter would complement such international documents as the Declaration of the Human Rights (1948) as well as some international convents. I would like mention that the named documents do not absolutely touch upon such of the rights and frredoms reflecting needs of man as biological species. The suggested Draft enlarges and developes the General Right of Home i.e. the right for the Living Quarters fit for life. Deriving from that motion the Planet Earth is viewed as the Home for the Mankind, that should be properly arranged for this role. It is for the first time in the world legislation practice our Conceprt offers legal definitions of such terms as spirituality, spirit (soul), man (human), mankind, morality, ethics etc. that are key components of the human life of man as biological species.

The Concept of the Noosphere Charter offered here – is a combination of national ethic codes tantamount to the term “Collective consciousness of the Mankind”. Abidance to this document would encourage justice, as punishment so far failed to make the Mankind any better.

In the opinion of Mr. Hose Arguelles, the well known scientist, who studied anscient Mayan Civilisation, “This document will define vector of the human civilisation development and may become the principal document of the third Millennium”.

This Charter is a legal document for gathering the whole world community within singular spiritual-consciious space. This allows peoples, parliaments, governments, confessions to join its objectives and targets and to paticipate in the creative development of its principal provisions.

Logical continuation of work over the Charter would be its unification with the Earth Charter approved already by many countries, because the basic provision of our Charter  is ecology of conscience.

We are well aware of the powerfuls’ of this world reluctance to hear us. But the most essential feature of the NGOs worldwide is our independence. This gives us the right to discuss and advance the “breackthrough projects” , to to join the unions and act upon our conscience.

I looked through the registration lists before the briefing and I’ve got an impression that delegates and press people of more than 70 countries are present in this hall. I address the whole audience with an appeal to support following suggestions of ours:

-          To encourage Russian NGOs (Preparatory committee on establishment of the Noosphere Spiritual-Ecological World Assembly, Russian Academy of Natural Science, Ecology Foundation named after Vernedsky) in the field of the human ecology;

-          To support motion of the Russian NGOs on establishment of thrans-national co-ordinating body of the Noosphere Spiritual-Ecological World Assembly;

-          To convene International Committee to work over the text of the General (Universal) Noosphere Spiritual-Ecological Charter;

-          To support activities of the Preparatory committee on establishment of the Noosphere Spiritual-Ecological World Assembly aimed at dissemination of the Noosphere knowledge, including the principles of the Earth Charter, and in support of the Noosphere Projects;

-          To establish International Foundation for the NSEWA, that would provide financial support to the individuals, organisations and the states, accomplishing concrete steps to implement the above objectives;

-          Keeping in mind that for the destruction of the Planet through armamanets is stillspent 27 times as much as for its salvation and conservation, the Preparatory Vommittee for NSEWA appeals to all countries to deduct 1% of their military budgets towards realisation of the Projects, mentioned in the Earth Charter and NSEWA Charter.

The Chairman Gordon Bisfame: Yoour suggestions are very interesting. They are fullly compatible with the principal objective of the Global Forum on Sustainable Development (The Civilian Forum of the Earth). I invite you to participate in discussion dedicated establishment of the international non-governmental unions to be held all days that are to follow (3^rd and 4^th of September) as well as to discuss the Closing Documents of the Summit. On the 2^nd of July the Trans-Continental Super Marathon “Moscow-Johannesburg” started from the Red Square in Moscow, that was dedicated to the World Summit on Sustainable Development. Unfortunately the obstacles on their way such as numerous frontiere formalities, ethnic and national conflicts on the way as well as financial problems did not allow the marathonians to reach Johannesburg. But I’m perfectly sure they’ve applied their best efforts to achieve their ultimate goal. In this connection I would like to offer the following motion:

-         To express our moral support to the Russian Team of the Super-Marathon “Moscow-Johannesburg”;

-         To express our gratitude for the collection of the signatures under the the Earth Charter and the Concept of the General (Universal) Noosphere Spiritual-Ecological Charter.

Thank you Mr. Chairman for the opportunity to make a third statement here.

I represent here a number of the non-governmental organisations including the Preparratory Committee to establish Noosphere Spiritual-Ecological World Assembly (NSEWA). One more addition:

Neither of the decisions to be adopted on the Summit and the Forum could be implemented without cardinal change of the attitude towards our environment, i.e. without re-programming of the conscience in the field of noosphere, that in turn is closely related to the education.

I invite you to approve and to support the following address by the NGOs of Russia: To organise under UNESCO auspices the sample global system of the noosphere education to be a means of development of the contemporary national educational systems and disciplines.

For the reference: The National Norms (Standards) on the Global Education System that may be transformed into the International Standards through ISO, have already been established in Russia.
